Local Governance between Democracy and Efficiency: V4 comparative case study

This book is divided into two parts. The first section presents the theoretical framework of the issue of local governance. The introductory chapter is devoted to the topic of local democratization in the countries of Central and Eastern Europe. In political science, the subject of democratic transition has become an almost separate discipline. However, the birth of local democratic political systems in every country or particular region is so specific that it still offers many opportunities for research. The second chapter is devoted to local economic efficiency, which became and still is the main topic of most debates concerning how public administration functions, particularly in the context of the economic and budget crises of recent years. The debate about the economic efficiency of the local governments most often deals with the issue of the fragmentation of territorial administration. The solution for improving economic efficiency seems to be the amalgamation of small municipalities, yet this leads to conflict with the principles of democratic governance, which emphasizes the strengthening of decentralization, or the principle of subsidiarity. The third chapter builds on this topic and deals with public administration reform in terms of the impact of the managerial approach to public administration (the so-called New Public Management) on economic efficiency and the local democratic process. According to neoliberal ideology, managing public administration in a manner similar to the private sector should make it more efficient. The question is whether the principles of the private sector, such as individualism and profit maximization conflict with the principles of democratic management of public space, i.e. the collective leadership and focus on the advocacy of public interest. The fourth chapter deals with issue of local community development. Local development is closely related to the previous topics, as not only does it relate to the economic aspects of the land use planning strategy, for example focusing on strengthening local competitiveness, but also the issue of the transparency of the process itself and its openness to civic participation. The fifth chapter also focuses on the issue of participation, specifically the gender issue in local politics. Governance shift represents a new challenge for democracy in terms of the wider representation of different group interests. The feminine element may also, for instance, affect the quality of the political culture, which it can bring closer to normative assumptions of deliberative democracy. Unlike men, women are generally perceived as less competitive and leaning towards finding consensual solutionsto political conflicts. The second part of the book contains case studies of governance in the countries of the Visegrad Group. Each chapter is devoted to the historical development of local governments, the configurations of local democratic political institutions and the issue of the economic efficiency of local governments. The final chapter is a comparison of all four of the countries in terms of socio-economic disparities, similarities and differences in the set local government authorities and the relationship between efficiency and local democracy.
