J. Karlas studied International Relations at the Faculty of Social Sciences, Charles University (Mgr., 2003; PhD., 2006) and International Relations and European Studies at the Central European University in Budapest (MA., 2002). Since 2004 he has worked at the Department of International Relations (KMV), Institute of Political Studies (IPS): subsequently as a teaching assistant (2004-2007), assistant professor (2007-2011), and associate professor (since 2011). In the years 2012-2015, he was Deputy Director at the IPS and since 2015 he is Head of the KMV. In the years 2003-2009, he simultaneously worked as a research fellow at the Institute of International Relations in Prague (where he also served as Deputy Head of the Research Department and later as Head of the Research Department).

In his research, J. Karlas concentrates on the issues related to international institutions. The main topics on which he worked in the past include the institutional design of international security organizations and the involvement of national institutions in the European Union’s decision-making. His ongoing research focuses on states’ negotiation positions in the global climate regime, and on compliance and monitoring in the World Trade Organization. He is an author of +50 academic publications, including three monographs and articles in international journals with an impact factor (Environmental Politics, Journal of Common Market Studies, Journal of European Public Policy, Journal of International Relations and Development, West European Politics).

J.
